The Devolution Index Report on panchayats, offering insights into decentralization across states and Union Territories, will be released on 13th February by Minister S. P. Singh Baghel.
The Index evaluates six key dimensions: Framework, Functions, Finances, Functionaries, Capacity Building, and Accountability of Panchayats.
It focuses on how independently Panchayats can make decisions, reflecting the intent of Article 243G, which empowers states to delegate responsibilities across 29 subjects.
The report aims to strengthen cooperative federalism by helping states identify areas for improvement and adopt best practices.
It also provides transparency for citizens, insights for reform for elected representatives, and a roadmap for decentralization policies for officials.
Policymakers can use it to assess the health of local governance and prioritize necessary reforms.
