China has announced plans to enhance support for AI applications and venture capital investment to drive technological breakthroughs and strengthen self-reliance.
These initiatives were outlined in a government document prepared for the National People’s Congress (NPC) annual meeting.
The country aims to develop “industries of the future,” including biomanufacturing, quantum technology, embodied AI, and 6G. To achieve this, it will explore new national laboratory models and assign key roles to young scientists and engineers.
China will also support large-scale AI models, next-generation intelligent terminals, and smart manufacturing. This marks the first mention of AI models in the NPC work report, following global attention on Chinese AI startup DeepSeek.
It plans to foster an innovation-friendly environment that encourages exploration and tolerates failure while accelerating improvements in basic data systems and promoting cross-border data flows.
