President Pena expressed pride in opening the embassy, emphasising the importance of taking action rather than just talking.
The inauguration featured a ribbon-cutting ceremony and the installation of a mezuzah, a Jewish tradition.
In 2018, President Cartes planned to move the embassy to Jerusalem, but his successor reversed the decision.
Pena criticised the decision to reverse the move, calling it a politically motivated action.
Most countries do not recognise Jerusalem as Israel’s capital and keep their embassies in Tel Aviv, with some having consulates or trade missions in Jerusalem.
Prime Minister Netanyahu praised President Pena for understanding economics and recognising the potential of Jerusalem, noting the city’s transformation in recent years.
Netanyahu highlighted the historical significance of the hills, where King David declared Jerusalem the capital 3,000 years ago.
Netanyahu and Pena held a personal meeting, where Pena invited Netanyahu to visit Paraguay.
The two leaders then attended a signing ceremony for several bilateral agreements and memoranda of understanding.
